    Biography:

    Stephen has practiced in the area of Personal Tax, Trusts, Wills and Estates (both in the UK and offshore) since 2002. He specialises in providing effective advocacy and clear advice on the taxation of individuals, and their trusts and businesses, to Solicitors, Accountants and Foreign Lawyers.

    Stephen originally qualified as a Solicitor in 2002, and as a Chartered Tax Advisor (CTA) in 2005. Stephen maintains his status as a Chartered Tax Advisor (CTA). He previously worked at Withers LLP and at Payne Hicks Beach where he was a partner in the Private Client Department.

    Stephen’s move to the Bar was prompted by a strong desire to specialise in providing high quality advice on a broad range of Private Client Tax and Trust issues.     Biography:

    Dave Cooper has specialised in tax and NIC matters for over 40 years. He originally worked for the Inland Revenue as an inspector of taxes until the mid-1990s. Subsequently he moved into the Big-4 accountancy profession, and latterly he has run his own niche consultancy practice, focusing mainly on employer payroll obligations and associated tax and employee benefit matters. Dave joined the Tolley tax team in 2021 as an employment taxes writer.

    Biography:

    Liz started her career with EY in Bristol in 1992, where she passed the AAT exams and then trained as a Certified Accountant. Once qualified, she became involved in the recruitment and internal training of graduate accounting and tax trainees at EY. She joined BPP Bristol as a tutor in 1999 and passed CTA in May 2007, winning The Ian Walker Medal for the highest mark in Paper I.

    Over her last 5 years at BPP Liz managed Bristol Tax Courses, taught across a broad range of qualifications and subject areas and wrote materials for CTA, ATT and ICAEW exams.

    Liz joined Tolley Exam Training in 2012 as a tutor and a writer. Liz is head of the Bristol Centre and provides an unrivalled level of service to local clients and students, and manages the learning resource nationally.

    Liz still loves being in the classroom, and teaches across the CTA and ATT qualifications.

    André started his professional career in 1995 and worked in Germany as well as in many CEE countries. He is based in Russia since 2001. Beside his consulting work, he gives seminars and lectures on Russian related topics.

    Phil Vernon is the Head of Business Rates projects at PwC, and has been advising clients on local property tax issues for the last 15 years. He was formerly Head of Business Rates for Liberata UK, who provided an outsourced revenues service for Sheffield City Council.

    At PwC, Phil provides public and private sector clients with advice on complex rating matters, provides legal analysis on points of law and advises clients on how rating practice interacts with rating law. Phil also assists corporate clients in their rating appeals, up to and including Valuation Tribunals and the Upper Tribunal (Lands Chamber).

    Phil has been an Honors member of the Institute of Revenues, Rating and Valuation (IRRV) since 2002 and has 30 years experience in local taxation law and practice.

    Raffaele Russo is an expert on international taxation and on international and domestic tax policy. He is currently Partner at Chiomenti Law Firm and a Senior Fellow at the Amsterdam Centre for Tax Law (ACTL) at the University of Amsterdam (UvA).

    With over 20 years of professional experience, Raffaele has held key positions in renowned international and domestic institutions, including the International Bureau of Fiscal Documentation (IBFD) in Amsterdam, the Organisation for Economic Co-operation and Development (OECD) in Paris, and the Italian Ministry of Economy and Finance in Rome.

    At the OECD, he worked on double tax treaties and on transfer pricing. He played a key role in launching and delivering groundbreaking projects like the OECD work on tax and crimes and the work on aggressive tax planning, which later became the OECD/G20 BEPS Project, which he led until the delivery of the first phase of the Project in 2015.

    During his service at the Italian Ministry of economy and finance, he focused on reforming the tax administration and on the digitalization of invoices and receipts. He was then appointed Deputy Chief of Cabinet in charge of taxation and of digitalization from early 2020 to March 2021.

    He lectures in leading universities around the world and speaks frequently at conferences and seminars. He has published more than 100 articles in Italian and foreign journals.

    He is member of the Rome Bar (Italy) since 2022.

    David Heaton FCA CTA has specialised in employment taxes, national insurance (social security taxes) and tax investigations since the late 1980s. After senior positions in Big 4 firms and partnership for 13 years in a national firm, he became a sole practitioner in 2014.

    • share valuation for tax purposes
    • expatriate/migrant workers
    • tax investigations

    He was the original author and for many years the editor of CCH's British NIC Guide, but he is now the editor of Tolley's National Insurance and a contributor to Taxwise, Tolley's Tax Planning, Simon's Taxes and Taxline Tax Planning on employment taxes and NIC matters.


    As a lecturer for professional institutes and training businesses he is known for his down-to-earth and often irreverent style. He was briefly a member of HMRC's GAAR panel, invited because of his nationally recognised expertise in employment taxes, but he resigned after a press expose that revealed that he advised clients and fellow professionals as well as HMRC.


    He has chaired the ICAEW's Employment Taxes & NIC Committee for many years and is a past chairman of the Institute's Tax Faculty. He is also a member of two relevant technical sub-committees of the CIOT.
